IMPORTANT NOTES TO THE READER OF THIS REPORT

A)   COVERAGE shows which product categories are controlled by the level in the Base or Notional Level column.   For example,

     1)   Categories 300 and 301 from China are covered by one level for both categories, 300/301.   There is no level covering the
          individual categories separately.  The page for each category shows the same Level Coverage and the same Level because,
          theoretically, China could ship all of the 300/301 level in either category.

     2)   Whenever an Agreement has two or more Part-Categories, all appear.

     3)   Whenever an Agreement has a single Category with a Sub-Level on a Part-Category, both appear.

     4)   Whenever an Agreement has a Merged-Level and at least one Sub-Level, both will appear.

C)   LEVELS covered in the Report are those which are current through the date on the cover.

D)   BASE AND NOTIONAL LEVELS:  The level shown in the Base or Notional Level column is either the 12 month base level, without adjustment, or
     the unprorated 12 month notional  level.  Notionals are then prorated to correspond to the time in the Coverage Period column, but the figures shown in
     this report are not prorated.  The notional levels are correct to within one category unit (i.e., to within one "kilogram" or "dozen", etc.) due to
     rounding.

E)   GROWTH, SHIFT, CO, CF: The numbers in the flexibility columns are percentage adjustments allowed for the categories and base levels listed in the
     corresponding columns.  The flexibilities shown to the right of annual Growth are Swing/Shift, Carryover (CO), and Carryforward (CF).  There is no
     carryforward in 2004 for WTO member countries and non-members without 2005 limits.  The growth rates shown in this report are the growth rates
     used to reach the limits shown.       


F)   COVERAGE PERIOD shows the dates of effectiveness of the provisions shown.
